Need creative marketing ideas for the legal industry

Hi guys. I own a small IT company and I know a lawyer who offered us a commission for every new client we brought him.

Now, the tricky part is that in our country lawyers are not allowed to do any paid advertising, even if someone else is doing it indirectly for them. He has a website that ranks well on Google, but it could use some push, so the first thing we wanted to do was SEO.

Besides SEO, I'm trying to come up with some creative ideas to complement this, so if anyone has any, I'd appreciate it.
